Size - approximately 22.5" around, stretches to 24"
Condition - The elastic is not very springy. There is a pin size mark on the bill as pictured. There are some threads that look a little sloppy on the left side. You might be able to carefully trim this off but I didn't have tiny/sharp enough scissors to try risking it.
